Cooperation with ETSI
The European Telecommunications Standards Institute(ETSI) founded in 1988 is a not-for-profit organization based in Sophia Antipolis in France.
Any institution, company or organization dealing with telecommunications and related services established in the geographical area of CEPT (European Conference of Postal and Telecommunications Administrations) may become an ETSI member. Thus, ETSI membership is comprised of producers, operators, end users, research institutes and universities, administrations and national standards bodies. Another possibility to cooperate with ETSI is to sign a special agreement (Memorandum of Understanding - MoU), which authorizes the organization which is a signatory to the agreement to serve as the National Standards Organization (ETSI/NSO). The responsibility of ETSI/NSO is to organize public enquiry and vote on draft European Standards (telecommunications series) as well as compliance with standstill , national transposition and publishing of European Standards developed by ETSI. Any NSO can be an ETSI member at the same time. NSO, if it is not a full member, has no right to participate in technical work, however, it can take part in the meetings of decision making bodies as an observer.
In 1994,PKN (together with the National Institute of Telecommunications – IL) signed a MoU with ETSI, under which IL and PKN served as the National Standards Organization. The adoption of the new Standardization Law resulted in a need to ensure that PKN would represent Poland exclusively in the field of standardization at the International and European levels. The process of adjusting Polish standardization to the European system was another important reason for signing a new agreement with ETSI. The new Memorandum of Understanding between PKN and ETSI was signed on 25 March 2003. Under this MoU, PKN is the only ETSI National Standards Organization. Currently, the Polish members of ETSI are: AGH University of Science and Technology, the Wrocław Research Centre EIT+, Institute of Mathematical Machines, Institute of Logistics and Warehousing, Ministry of Administration and Digitization, National Institute of Telecommunications, Polska Telefonia Cyfrowa, Poznań University of Technology, the Office of Electronic Communications. These institutions have the right to participate in ETSI technical work and attend the meetings of decision making bodies.
